H.E. Dr. Ahmed Mohammed Ali, the President of the Islamic Development Bank (IDB), Mr. Ali Sarikaya, the President and Mr. Elshad Iskandarov, the Secretary General of the Islamic Conference Youth Forum for Dialogue and Cooperation (ICYF-DC) signed a Memorandum of Understanding (MOU) between the IDB and ICYF-DC at the plenary meeting of the 22nd Session of the Standing Committee for Economic and Commercial Cooperation (COMCEC) , the document which frame the future for effective cooperation between these two brotherly OIC institutions.
According to the Memorandum the purpose of the document “is to initiate and hold mutual consultations aimed at identifying the specific needs of, and opportunities for, the youth that require collaboration between the IDB and ICYF-DC”. The document reflects concrete ways of cooperation such as “…instituting ways of collecting, compiling and exchanging information on issues of importance, in particular best experiences aimed at promoting education, training and development of youth in the OIC Member States, protecting Islamic values and cultural heritage including from attacks and defamation at international level…” between the parties. It should be noted that the cooperation between these organisations has already effectively started as the ICYF-DC organized with the support of the IDB the training courses for representatives of leading youth organizations of the OIC countries in leadership skills held on 15-17 November, 2006, in Baku, Azerbaijan.
As Mr. Iskandarov, the Secretary General of the Forum has mentioned after the signing ceremony to international media in attendance, the idea of putting the cooperation between the 2 institutions on a solid legal base was raised during the Forum’s Delegation meeting with Dr. Mohammed Ali at the side of the 33rd session of the ICFM and further developed during the recent meeting in Baku earlier in November. He has also commended the staff the IDB for proactive cooperation with the Secretariat of the ICYF-DC which enabled speedy endorsement of all the provisions of the Memorandum.
According to the document the MOU shall remain in force for a period of five years with doors opened for its prolongation up to the willingness of both parties. The representatives of the OIC Member Governments and Institutions welcomed the signing of the Memorandum.
The Memorandum became the fourth in line of similar documents signed between the ICYF-DC and other international institutions since the start of functioning of the Forum’s Secretariat earlier this year. The previous Memorandums and Agreements have been signed with UNDP Special Unit for South – South Cooperation, Islamic Educational, Scientific and Cultural Organization and Islamic Chamber of Commerce and Industry.
